Retail Market Improvements
ICF_054
Substitution A process undertaken for the replacement of missing (null) or erroneous accumulated metering data or interval metering data where metering data has failed Validation. type approvals associated with small market Energy Rules TermsInterval Period over which interval energy data is recorded by the metering installation that corresponds to a TI or submultiples of a TI. Metering have risen dramatically from affected FRMPs, ENLRs and LNSPs. This project aims to reduce exceptions and administration for small market Interval Metering stakeholders when handling Metering Data.
These approvals are required when the MDP Meter Data Provider. An organisation which installs, commissions, gathers, and verifies data remotely from meters in the National Electricity Market (NEM). intends to apply the Type 16 Agreed Method The allowed operation for a resource, e.g. GET, POST, PUT, DELETE, and so on. These operations determine whether you’re reading information, creating new information, updating existing information, or deleting information.. When applied, the underlying cause of the Substitution is not transparent to recipients as it is difficult to distinguish between an applied substitution provided due to crossed meters or failed phase on 3 phase supply.
The affected stakeholders include:
- MDPs sending Substitution Types and Reason Codes in Transactions.
- AEMO Australian Energy Market Operator, FRMPs, ENLRs, and LNSPs receiving the Substitution Types and Reason Codes in Transactions.

AEMO’s Meter Data Management (MDM Meter Data Management system includes the Profile Preparation Service, Basic Meter Profiling, and Data Aggregation.) system generates the following load profiles, to support market settlement processes:
- Five-Minute Load Profiles (5MLP Five-minute Load Profile), which is used to convert 30-minute and 15-minute interval metering data into 5-minute trading intervals.
- The Net System Load Profiles (NSLP Net System Load Profile. A profile applied to convert all second-tier basic meter readings into energy consumption for each 30-minute trading interval for settlement purposes.), which is used to convert accumulation (basic meter) reads, that typically account for consumption over a 90-day period, into 5-minute trading intervals.
In recent years, NSLP trading interval Energy Rules Terms values have substantially reduced. When positive and negative NSLP trading interval values are present, significant fluctuations, or spikes, are observed when the NSLP is applied to accumulation metering data. These spikes are a consequence of having a small denominator value in the profiling algorithm.
The profiled energy would correctly sum to the original metering data. However, the profiled values may not be representative.
AEMO is working on a selection of NSLP Floor Values to eliminate spikes in the Profiling Algorithm.
The affected stakeholders include:
- FRMPs and ENLRs
