Summary
Introduces Flexible Trader See Relevant Rules or Procedures Model 2 (FTM2), enabling multiple energy service providers at customer premises and supports private metering arrangements for controllable resources. The changes include:

Adds type 9 meters to integrate street-furniture and unmetered connections into the NEM metering framework.]

2 new Meter Installation Type Codes (MITC): COMMS9 for single device type 9 installations and COMMS9CM for multiple device installations using a Central Management System (CMS). These codes are added to the MSATS_CODES_DATED table for meter manufacturers and models.

The aseXML schema r46 ElectricityEnumerations.xsd file is updated with new enumerations for CustomerType (Type 9 and Type 9 CMS) and ReasonForNotice (CMS Element Fault, Customer Meter Fault). Please replace the non-versioned file in your schema repository.

RM30 Performance Monitoring report includes Type 9 meters, aggregating quality and quantity reporting for COMMS9 and COMMS9CM MITCs. The report is monthly, delivered by email to relevant participant roles, and contains role-specific data quality metrics.

Rule and procedure changes: Several related procedures and rules, including Metrology Procedures Parts A and B v8.0 and MSATS procedures v8.0, are drafted and set to be effective 31 May 2026, supporting the Flexible Trading Arrangements rule change.
